Strategy for Métis & Off-Reserve First Nations People (MORS)

Framework for Cooperation

The Framework for Cooperation builds on the existing productive partnerships with Métis and First Nations people in Saskatchewan. The purpose of this Framework is to guide provincial government ministries in working in a respectful and sensitive way with off-reserve First Nations and Métis people in Saskatchewan. This Framework was a starting point for discussions with Aboriginal peoples, and other key partners in ensuring that needs are addressed in an integrated way.

The proposed approach emphasized:

  • A comprehensive approach in addressing the needs of Métis and off-reserve First Nations people in Saskatchewan;
  • Joint priorities; and,
  • New and expanded partnerships between the federal, provincial and municipal governments, existing and evolving Aboriginal organizations and institutions, Crown corporations, businesses, unions, other non-governmental sectors, communities and individuals.

All parties agree on a vision for the future:

  • All residents of Saskatchewan, including Metis and off-reserve First Nations people, will have the opportunities and resources to participate fully in our communities and our economies. Through education, training, employment, quality health care and other services, all people in Saskatchewan will contribute to, and benefit from the riches of our society. We will realize the potential of our shared future together.

Premier Romanow announced the Framework for Cooperation and its objectives in January 2001. Communities identified four key areas for working together: education; preparing for work; participating in the provincial economy; and, individual and community well-being.

Further community and stakeholder discussions occurred in the fall of 2001, and the Strategy for Métis and Off-Reserve First Nations People was announced in March 2002.

Community participants at the discussions confirmed the goals and areas for working together that were proposed in the Framework for Cooperation discussion document.
